[1.13 - 1.15.2] Player Mention

rewrote messy code, and fixed bug where it would spam if player was muted May open source soon

added an ability to bypass cooldown with the permission pmention.bypass. Added custom messages for the cooldown. Updated Sections: Code (YAML): cooldownSecondsMessage : Uh oh! You must wait %time% seconds before mentioning someone again cooldownMinutesMessage : Uh oh! You must wait %time% minutes before mentioning someone again

To do so, just remove the label from the label section in the config and reload.

Added ability to disable OP's from being mentioned Added permission to mention ops: pmention.mentop

Made it so when the cooldown is under a minute, it switches to seconds so it doesn't say "0 minutes left"

Bug Fixes: Fixed major bug that if you have a cooldown, and chat afterwards without mentioning someone it would still say you have a cooldown.
