Areashop Home Command Addition

Replaces the /as commands with the /home command.
And lets you run /home (player name) to get their region info

/home create [region name] [buy or sell] (create a region)
/home add [region name] [buy or sell] (create a region)
/home del [region name] (remove a region)
/home remove [region name] (remove a region)

/home [player name] (shows their regions)
/home (shows your regions)

/home sell (works as /as resell)

1.2 Added /home help page and changed api version
1.1: Added the command to create and remove regions (makes the world guard region then adds it to areashop)
