You can change the damage an axe does by changing the percentage value in the config. You can toggle the effects of this plugin with a command.
Commands:
/axedamagetoggle - Toggles the effects of this plugin
Permissions:
axedamagereduction.* - Gives access to all commands for this plugin
axedamagereduction.toggle - Allows the player to execute /axedamagetoggle
