Fixed java.io.UTFDataFormatException encoded string too long

This update focuses on command handling and page permission behavior: Fixed /backpack subcommand routing issues where commands like reload, migrate, or help could incorrectly open the backpack. Improved command priority handling so player/admin subcommands are routed correctly. Reworked page permissions to support dynamic numeric nodes: backpacks1653.pages.<number> now works with any integer. Page permissions are now clamped safely to pages.max-pages. Negative page values now resolve to 1 page. backpacks1653.pages.* is optional and grants pages.max-pages. Default setup now grants max pages without requiring the wildcard permission.

Some small bugfixes

Fixed major multi-page GUI issues (page switching, stuck state, nav/filler item protection). Added fully configurable navigation row (previous-slot, next-slot, custom nav items). Added /backpack priority override (default on) so Backpacks1653 wins command conflicts. Improved migration detection for Minepacks/BackpackPlus folders and database files. Added migration safety warning + explicit confirm flow for potential size-related item loss. Expanded migration compatibility for modern BackpackPlus SQLite content format. Improved Settings GUI localization usage and cleaned English defaults in config texts. Added advanced update notification modes (major-only / medium-only / all updates).

Added built-in Spigot update checker (Resource 133312) with optional in-chat download link. Added configurable admin update notifications on join (backpacks1653.update.notify). Extended language auto-update: missing keys are now merged into all existing lang/*.yml files automatically.
