BannedBlockPlus

You can now ignore regions from checking if a block is banned! Just add it to the config.yml and you can use a banned block in a mine or something similar!

Added /addallblocks this will add all blocks that aren't already banned to the banned block list. Added a sound to the error (no permission) message.
