Block Break Cooldown

Set the cooldown for blocks!

How it works:
1) You break the block
2) You get the cooldown of X seconds
3) You can see how smoothly the cooldown changes in the hotbar (actionbar)
4) You can't break any blocks until the cooldown disappears

Every block is configurable

Permission to bypass the cooldown:
