All packages in version 1.3.1 were addressed to com.github.mrivanplays, not to net.mrivansoft.
ALL API INCLUDED THINGS ARE FOUND IN com.github.mrivanplays.bungee.bossbar.api
BarColor and BarStyle are in sub package of the api package called "style"!!!
VERY IMPORTANT!!!!!!

WARNING! THIS IS A DEVELOPER API! IF YOU ARE A SERVER OWNER AND OTHER PLUGIN REQUIRES IT, INSTALL IT LIKE A NORMAL PLUGIN!!!!

What does it do?
You can make easier bossbars on Bungeecord with this API.
Creating a simple bossbar (example code):

     private  YourMain plugin  ;   // get instance of ur main class  

     public   void  sendBossbar  (  ProxiedPlayer player,   String   title  )   {  
        Bossbar bar  =  BossbarCreator.  createBossbar   (   new  BarTitle  (  title  )  , BarColor.  BLUE  , BarStyle.  SEGMENTED_20  , 0.4f  )   ;   // crreate the bossbar  
        bar.  addPlayer   (  player  )   ;   // add the player  
        plugin.  getProxy   (   )  .  getScheduler   (   )  .  schedule   (  plugin,  (   )   ->  bar.  removePlayer   (  player  )  ,  10  , TimeUnit.  SECONDS   )   ;   // remove the player after 10 secs  
     }  
 }

There are other methods in BossbarCreator that you can use, so dont be afraid to only one of them.
IMPORTANT: Make sure to import BossbarCreator, Bossbar, BarColor and BarStyle from com.github.mrivanplays.bungee.bossbar.api
