ChatBlocker will allow you to disable the chat so no players can send any messages (except operators and players with the permission).
Commands:
/cb - This will toggle the chat.
Permissions:
chatblocker.use - This will allow you to use the /cb command
chatblocker.bypass - Users with this permission will always be able to talk.
