Commands:
/c[hat]c[ool]d[own] - Open the help
/c[hat]c[ool]d[own] reload - Reload the plugin's config
/c[hat]c[ool]d[own] cooldownop <true/false> - If true, all players with permission "ccd.bypasscooldown" will can send messages with no cooldown.
/c[hat]c[ool]d[own] time <Number> - Allows to set the time between to messages.
/c[hat]c[ool]d[own] message <Message> - Allows to set the message when a player is in the cooldown and he is trying to send a message
