ChatManage

• Disable sending chat messages for those without a permission
• Notify users that the chat has been disabled/enabled
• Block users from sending messages that include a swearword
• Notify users with a permission when a user tries to send a message containing a swearword

• /mutechat - mutes the chat for those without the bypass permission
• /chatmanage - displays the current version
• /chatmanage reload - reloads the plugin

- chatmanage.mutechat : alows the user to disable sending chat messages
- chatmanage.notify : allows the user to get notified when a user attempts to send a message containing a swearword
-chatmanage.bypass : bypass the disabling of chat
- chatmanage.admin : allows the user to reload the plugin

No-Permission-Message: 'You do not have the required permission! ' # set the message that will be displayed if the user does not have the required permission 
Chat-Prefix: '[Server] ' # set the prefix used when a message is sent to all the users on the server
