This Skript requires a permissionsplugin, it has been tested on PermissionsEx, please let me know if it works on any other plugin.

Basic Chatlayout
global chatmute - Players without permission can't write
Chatclear, Clears chat, obviously :/
gmsm.chat -> To use the Chat
gmsm.chat.color -> To use colored messages
gmsm.chat.cm.bypass -> To bypass Globalmute
gmsm.chat.cm -> Globalmute command (/Chatmute, /gm, /cm)
gmsm.chat.clearchat -> Clearchat command (/Chatclear, /Clearchat, /cc)
Mute single Player
