CMDBlock

In this update, you can now let certain users use commands that are blocked. Just say you have /gamemode 1 blocked, but you still want your admins to do it, you can now let them. Just use the command /cmdblock add <command (without the /)> <player> To remove the permission to let a player use a command, use /cmdblock remove <command (without the /)> <player> This update may not be stable, please leave a comment if you run into any bugs.
