The solution to your problem is exactly this plugin, because it allows you to reward players who invites more players and also reward the invited players with a very simple and nice way:
With this absolutely free resource you can generate invitation codes and send it to your friends, who can redeem the code, when they join. After redeeming a code, both you and the invited player will get a fully configurable SpigotLib CommandAPI based list of custom command executions / rewards.

For using this plugin you need to add SpigotLib to your server. You can also add Vault and an Economy manager plugin (i.e. Essentials) to your server if you want to use money rewards.

Before asking anything please read this description several times, and make sure you added all the dependencies to your server.
