Discontinued - Bounty Hunting

A somewhat big update! First off, When a player that has a bounty on him gets killed, or gets restrained and then gets their bounty claimed, this bounty will be deducted from their bank account, instead of having the government pay the bounty. This was added to punish the player even more. The plugin checks the offenders balance every 10 seconds to see if they have money and if so, it will automatically pay their debts as much as possible, restricting them from buying anything until their debts are paid. If the offender is offline they will be notified of this transaction happening. Second, I've added the configurability of the rate bounties reduce per second, previously it was set to $10 a second, but maybe you'd like it slower or faster depending on your server needs. (Remember, if a player has a bounty of $100, and you set it to reduce for $1 per second, they will be restrained for a maximum of 100 seconds). I've also added the fines placed upon the Bounty Hunter if they restrain an innocent person and the compensation money to the incorrectly restrained player. Last but not least, the code has been optimized, even though the plugin file has increased 5kb in size, this was all due to the debts system. If there was no optimization it'd likely have been ~40kb, not something important to you, but something I'm proud of No more updates for at least 3 weeks as I'm heading off to vacation, enjoy!

Big update, finally the config file has arrived, now you can manually set all the values in the plugin to your likings!
