DVote

- Players can vote for different options.
- If a player has already voted, they can vote again for another option.
- In the config, you can specify the voting duration and the cooldown between votes.
- Voting starts automatically after the time specified in the config or manually via the /vote forcestart command.
- After the voting ends, the winner is determined, and commands from the config are executed.
- If the number of votes for options is zero, voting will start again after the time specified in the config.
- If the number of votes for options is equal, one of the winners is chosen randomly.
- All messages and parameters can be customized in the config.
- NEW: The ability to choose an action upon the end of voting: do nothing or select an option randomly.

Commands:
