Upgrade note

Back up plugins/GeoRestrict/config.yml before upgrading. GeoRestrict removes the retired directFallbackEnabled setting during loading. Most server owners should leave the generated Worker settings unchanged and use the configuration guide or Discord support before replacing the lookup path. I've added Discord notifications, ISP whitelisting/blocklisting, IP filtering, ISP filtering, and city filtering.
