GloballyLocallyMad

Allows users with a certain permission to talk to users near them using commands.

Commands:

/tell <Player> <Message> - Send a message to another player
/global <Message> - Send a message to the whole server
/yell <Message> - Send a message to a certian radius set in the config
/local <Message> - Send a message to a certian radius set in the config
/whisper <Message> - Send a message to a certian radius set in the config

Permissions:

glm.tell
glm.global
glm.yell
glm.local
glm.whisper

Config:
Edit the format, prefix, and radius' for all commands that use radius.
