GroupManager is required for this to work but it will notify all those with the permission:

groupnotify.newmessage.see:
description: allows your players to see when they change groups
default: true
groupnotify.movemessage.see:
default: op
description: allows your staff to see when a member has changed their groups (could get spammy on huge servers)
