Idle Shutdown
This is a very simple plugin to shut down Spigot after the last player leaves, with a configurable timeout. It is most useful if you combine it with some method of automatically starting your server when someone tries to join it, like socket activation.
Note: This plugin will also shutdown if you just started the server and no one joins it (within the timeout, which defaults to 30 seconds). This is intentional, as I use this plugin with on-demand server startup. I might make this configurable at a later date, though.
