Made this plugin for my server because there wasn't silkspawner plugin available for 1.13.
This plugin works only with spawners that can normally generate:
-Zombie
-Skeleton
-Spider
-Cave spider
-Blaze
-Silverfish
You need golden silktouch pickaxe to get spawner.
Permissions:
jonttucraft.silkspawner.spawegg -- allow player to change spawner type with spawnegg.
no other permissions
