It's a firework on join plugin.
When a player joined the server than the fireworks are fired.
If you have the joinfirework.join permission, fireworks are thrown when you joined.
If you have the joinfirework.leave permission, fireworks are thrown when you leaved.
If you have the joinfirework.firework permission can you use joinfirework playername for firework by a player.

joinfirework.leave
joinfirework.firework
