If more than 24 Lava & Water interactions are detected at spawn over the span of 15 seconds, Lava & Water interactions will be disabled at spawn until the interaction rate drops below 16 per 15 seconds.
This plugin is pretty small and very accurate, with almost no overhead from adding it. I'd recommend adding it to your SMP if lava casting has ever been an issue.
