Locator Bar Configuration

Use Paper API for waypoint colour on supported version
This change means I do not have to manually add support for new Minecraft versions. Newer Minecraft versions should work even if i don't explicitly state it. I will still try to push at least one plugin release per Minecraft update to update the plugins dependencies, README and officially supported versions.Update dependencies
