This plugin has everything u need, it can manage chat and even few commands, for better setup.

> Commands and Permissions
/alert - Broadcast message.
- mcore.alert
/chat clear - Clear in game chat.
- mcore.chat.clear
/chat toggle - Toggle in game chat.
- mcore.chat.toggle
/fly - Toggles fly for players.
- mcore.fly || mcore.fly.other
/gmc - Changes player gamemode to Creative.
- mcore.gamemode.creative || mcore.gamemode.creative.other
/gms - Changes player gamemode to Survival.
- mcore.gamemode.survival || mcore.gamemode.survival.other
/gma - Changes player gamemode to Adventure.
- mcore.gamemode.adventure || mcore.gamemode.adventure.other
/gmsp - Changes player gamemode to Spectator.
- mcore.gamemode. spectator || mcore.gamemode.spectator.other
/mcore players - Show unique players joined server.
- mcore.players
/mention - Can disable mention sounds
- no permission
/msg - can send private messages to other players.
- no permission
/sc - StaffChat, only players with permissions see it.
- mcore.staffchat
/day - Changes time to day.
- mcore.day
/night - Changes time to night.
- mcore.night
