Max claim(blocks) is as suggested a plugin that allows you to set a limit in how many claim(blocks) a player may own via a simple permission.

Settings:

  beast: 
    blocks: 50000 
    claims: 5 
#This means players with maxblocks.claim.beast may only obtain 
#50k blocks(not including bonus) 
  spirit: 
    blocks: 10000 
    claims: 2
