This is an easy plugin to work and a very lightweight plugin to add to your server that you've got running. Basically, good plugin to use for private messaging between players.
Commands
/msg <player> <message> - Sends specific message
/pm <player> <message> - Sends specific message
/reply <message> - Replys to last player that sent a message
/r <message> - Replys to last player that sent a messsage
Permissions
/msg - send.message
/pm - pm.message
/reply - reply.message
/r - r.message
