For open Chat: /chaton || permission (plugins grades): chat.on or chat* (all commands for the plugins).

For close chat: /chatoff || permission(plugins grades): chat.off or chat* (all commands for the plugins).

For clear chat: /chatclear || permission(plugins grades): chat.clear or chat* (all commands for the plugins).

For chat help : /chathelp || permission(plugin grades):
chathelp or chat* (all commands for plugins).
