No Pig Xray

I realized that if you were riding a pig topside and went under a tree with low leaves, it would kick you off if your head hit the leaves. I wanted to be able to exclude leaves from the detection, so added an exception system. You can edit the exceptions three ways: · Edit the config.yml and put the material names. Least advisable as you must get the material names correct. · Hold the item in your hand and type /npxr to toggle the exception · If you have a bunch of items to exclude, #2 will get tedious so you can also do /npxr hotbar add|remove to add or remove all items that are currently in your hotbar to/from the exception list. Also added configurable messaging if you wish to edit msgs w/o having to edit config.yml. Type /npxr msg list to list all message codes then /npxr msg (msgcode) to view the current setting for that message or /npxr msg (msgcode) (message) to set a new message.

Realized I forgot to add the bypass perm check to the other event class

I had set the API version to 1.14 as I built it against 1.14, but 1.13 support was needed so changed that.
