To add regions which disallows teleportation you first must have WorldGuard & WorldEdit , WorldEdit for the dependency for WorldGuard. After having WorldGuard & WorldEdit you then must create a region. Once creating a region you can now define the region which you do not want players to teleport to using the commands as follows
ntpr add REGIONNAME
/ntpr remove REGIONNAME
Commands
/ntpr add REGIONNAME
Adds the region, make sure you are in the same world as the region!
/ntpr remove REGIONNAME
Removes the region.
