Piston Cooldown Plugin

Simple plugin, that pravents crashes & lags, that were invoked by dynamic piston powering.
Maximum amount per chunk can be set using /pcd [number] command (example. /pcd 1 - sets piston-per-chunk limit to 1).
/pcd command permission: pcd.cmd

Maximum amount per chunk also can be modified inside .yml file (plugins -> pistoncooldown -> count.yml), same yml file is used to store data or by other words to save limit if the server reloaded
