Fixed a bug regarding permissions

Well, I did it. I made a freeze gun. You can now do /freezegun (/fg for short) and get a freeze gun that shoots snowballs. These snowballs freeze players. Woohoo! Also fixed a bug relating to players getting kicked for flying while frozen

In this update a cooldown on the ban warning message sent to players while they are frozen and try to move has been added and customization for that message was added in the config.yml file
