PlayerWarp

Changed the way worlds are disabled, so now the player can still list or access warps, but can't create or remove warps in/from that world.

Changed delayed warping from async, because it generated some errors in other plugins, such as NoCheatPlus. (Thanks to @BjoernR for reporting this)

Added "warpNameIgnoreCase" config option, this allows using case insensitive warping. Example: "shop" is the same as "Shop" or "sHoP". - Thanks to @BjoernR for the suggestion. Added "playerwarp.create.override" permission node, to allow overriding existing warps. And again, some bug fix.

Added a teleport delay option (When set to 0 or lower, this feature will be disabled, default: 0) - Thanks to @BjoernR for the suggestion. And some bug fix.

( 0.6.3) Warp converting and new player join handling now runs as an async task to avoid freezing down the server. (If the server still freezes down, please check the source of the freeze, because I run this plugin on my server, and it never freezed it down.) Changed the way warps are saved, so custom worlds can now be used, and no errors will be thrown on startup in the console. Old warp saves will be converted on startup or on "/playerwarp reload".

Fixed NullPointerException when warping to an offline players warp.
