Potion Dipped Items

UPDATE 1.1: A new permissions system has been added. (Thanks to Cyats for recommending this system!) · PotionDipped.Weapon.PotionType.Use: Allows the player to apply potion effects to other users using potion-dipped weapons. · PotionDipped.Armor.PotionType.Use: Allows the player to apply potion effects to themselves using potion-dipped armor. · PotionDipped.Weapon.PotionType.Craft: Allows the player to create potion-dipped weapons in an anvil. · PotionDipped.Armor.PotionType.Craft: Allows the player to create potion-dipped armor in an anvil. The plugin name was made more consistent across the software. · The name "Potion Weapon Enchants" was used often throughout the code and plugin. This has been fixed. Unneeded commands "potenchantslist" and "potenchantsdebug" were removed. · These two commands were determined to be unneeded, and were thus removed. "potenchantsdebug" was non-functional, and "potenchantslist" did not provide any useful information.
