Practical Enderchest

Practical Enderchest allows you to open your enderchest by clicking while holding one without the need to place it.

You can customize:
* Open message
* Open sound (soon)
* Permissions error message
* Cooldown
* Cooldown message
* Inventory name (soon)

Permissions:
- practicalenderchest.use allows the player to open the enderchest
- practicalenderchest.bypasscooldown allows the player to bypass the cooldown
