fix implementation of filter actions

this update adds the ability to set how filters should react if their condition is met or not. it also adds a handy in-game logger for the reload command. This will output the same text it would to console.

Implements restricted filter types. These behave the same as whitelist and blacklist however they will only apply to users who have their permission rather than not apply. · + RestrictedWhitelist · + RestrictedBlacklist · Bump config major version (*requires config regen) · changed root bypass permission to root filter permission

· Fixed protocalize issue because they decided to change the name of it for some god forsaken reason -_- · Fixed possible issue with PermissionCache when players switch servers. · Made sure to unregister protocalize listener on disable in the event of someone using a plugin manager to reload this plugin.

bottom text also renamed stuff from mode to type in config, it'll need a regen.

Tested against 1.17 using latest protocolize
