Random broadcast! [Skript]

What do I need to make this skript work?
Well, first of all, you need skript. You shouldn't need any other addon for skript to make this work. If this doesn't work please Dm and we can sort this out between our selfs. You also need a permission plugin!

What Does it do?
This skript has two simple commands, one of the commands (if the player has permission) can stop seeing the messages every 30 mins. The other command allows the user make the messages or delete the messages.

Commands

/tipstop - allows the user to stop seeing the messages.
/tip add (message) - creates the message
/tip del (message) - deletes the message

permissions

tipstop.use - stops the user from seeing the messages!
admin.broadcast - allows the user to delete/create the messages

WARNING:
Please don't touch the skript unless you know what you are doing! However, you don't really need to go in the skript as you do everything inside Minecraft itself! iv tested it in 1.12.2, however it should work in 1.8+ still.
