SafeRestart allows your server to fully load all plugins and databases before allowing anybody to join using a time-based system!
Simply change the configuration found further down to your specified needs. There is a permission to bypass the timer which can be fully customised. Anybody that tries to join without the bypass permission shall receive an image similar to this. (THIS IS NOT A AUTORESTART PLUGIN). Doesn't work on first load.

#Time before players can join the server once the plugin is enabled!
#Measured in seconds: EG: 120 = 120 seconds || 2 minutes
bypass-permission: 'saferestart.bypass'
#The permission required to bypass the restart time!
#EG: saferestart.bypass
#Anyone with this permission can join the server before the the time runs out!
join-deny-message: '&c&lServer Is Restarting'
#Message recieved when a player tries to join the server before the time is up!
#Use ' either side to enable colour codes: EG: '&c&lServer Is Restarting' would display the message in bold light red
