Permissions

• rtp.use | Allows players to use the /rtp command (on by default)
• rtp.reload | Allows admins to use the /reloadrtp command.

• Teleport Range (set minimum and maximum X and Z values)
• Avoid GriefPrevention (true by default, avoids GP land claims)
• Avoid WorldGuard (true by default, avoids WG regions)
