Server Restarter

Features:
- Customizable messages in config.yml
- Supports bukkit color codes (&1, &2, ect..)
- In the config you can use %prefix% to get the prefix and %time% to get the cooldown

Commands:
- /serverrestarter (reload) to reloaded the custom configuration
- /startrestart <time 5s, 4m, 3h, 2d, 1w> Start a server restart
- /stoprestart Stop the current server restart

Permissions:
- serverrestarter.command.serverrestarter (use the main command)
- serverrestarter.command.reload (reload the configuration)
- serverrestarter.command.start (start the countdown)
- serverrestarter.command.stop (stop the active countdown)
