This is a ServerAPI for Bungeecord and Spigot, this API was developed for developers.
If you want to use the API you have to change the MongoDB data in the source code itself, so this is only an API for BungeeCord networks using Spigot version 1.8 for their server.
Of course you can change everything in the source code, so there is no config for the API.
