Simple Alert command

ANNOUNCEMENT
Hello, I had one set goal for this plugin and it was to release it on Spigot so people have a alert plugin that they can change the prefix with now of course I am still learning Java and the Bukkit API but I felt as if this was a good enough release. I am taking all feedback and suggestions let me know what you would like added and I will try my best to add it.
HOW IT WORKS
It's announces whatever you want with a little sound to alert players that are afking. It only plays the sound once every time you announce something. That's pretty much it!
