Skin Overlays

1. No-permission message. Just a new option in config.yml 2. Brigadier commands. Brigadier is Mojang's command framework that allows them to write commands with tab-completions, selectors like @a[name=Iaiao], subcommands, etc. And now SkinOverlays uses this framework. Also, command syntax has changed a bit: - If you have skinoverlay.wear.others permission: /wear <targets> <overlay name> OR /wear <targets> url <url> - If you don't have skinoverlay.wear.others permission: /wear <overlay name> OR /wear url <url>

Fixed 2 bugs

Now it supports 1.19. And only 1.19

· Fixed error message when an overlay doesn't exist · Remove all protocols (file://, ftp://, jar://, ...) except HTTPS and optionally HTTP (HTTP is disabled by default)

Added "save" option to save skins between logouts and server restarts. It's on by default.

Now you don't become invisible after /wear

Added support for bungeecord-online-but-spigot-offline-mode and immediately change the skin for other players

Now you need skinoverlay.overlay.policeman to run /wear policeman

I took some code from SkinsRestorer and now it should work on all versions since 1.8. Also, now it says it doesn't work on offline-mode servers instead of silently throwing indescriptive errors at your console.
