Skript:
https://github.com/SkriptLang/Skript/releases

Permissions:

WarpPermission: Flynns.warp (can be changed in the skript)
permissionsetwarp: Flynns.warpset (can be changed in the skript)
permissionremovewarp: Flynns.warpremove (can be changed in the skript)

Commands:

Creates Warp:

/setwarp <warp>

Removes Warp:

/removewarp <warp>

Warps the player:

/warp <warp>

Warp list:

/warps

Config:

Eg:
