Light weight plugin - " Snow Ball Hurt" simple allows players to throw snowballs at one another, and receive damage.

SnowballHurt is optimized to insure server operations continue running smoothly.

Was told that there were no plugins that allowed individually to set the damage level for Mob, Animals, and Players so I made the community what was asked.
