TagPlugin - Multiplayer Tag Game Plugin

Initialization: Added initialization for tagCooldowns map and loaded tag cooldown duration from the config file. Cooldown Check: Implemented a cooldown check to prevent players from tagging others before the cooldown period is over. Game Start Alert: Modified player join event handling to notify players about the game status upon joining. Game Stop Handling: Handled the case when the player who is "it" quits the game. Leaderboard Command Check: Added a check to prevent usage of the leaderboard commands when no game is running.
