Teleport GUI

- GUI - player selector, sorted by name and page navigation.
- Hide player, if his ban you.
- On select, for target send clickable chat message for open GUI - window, with accept/deny/ban button.
- Player can edit ban-list (ban-list valid befor server restart)
- Safe teleport

Commands:
/tpa - send teleport request
/tpunban - edit ban-list
/tpo - teleport w/o request
/tpaccept - accept request

Permissions:
tpgui.tpa
tpgui.tpo
