thoushallnotspeak.* - Gives the user all access.
thoushallnotspeak.bypass - Allows the user to bypass the chat delay on join.
thoushallnotspeak.delaytime - Gives the user access to change the delaytime via command.
thoushallnotspeak.reload - Gives access to reload command.
