TimeVote

Hello! This update fixes faulty voting logic that was introduced with TimeVote-1.1. I have added some more locals to the lang_EN.yml (vote failed because of majority voting no, vote ending in a tie, vote failing due to no-one voting) The logic which handled the vote outcome was reworked from scratch to be more logical and work as intended. The vote will end prematurely if the majority has voted either yes or no. Also the vote ends prematurely if you are the only player online and vote yes or no. Please let me know if you find any additional bugs or issues.

This update should fix the scoreboard not updating correctly. I have also added to lang_EN.yml vote-tie, so if the vote ends with equal amount of yes and no votes, then it will let the users know correctly. Also when the vote is tied, the time will not be changed. lang_EN.yml file has to be regenerated to work correctly.
