CONFIG: TitleJoin will provide you with a default config. You can edit this, jut note that for the changes to take effect, you must reload the server. There are two placeholders in the config: %player% for the player's name, and %online% for the number of players online. You may use color codes (i.e. &e, &c, &4).
Also in the config, there are two settings that effect how the plugin works: use-action-bar and use-title. These control wether to use each module. Make sure to set it up correctly!
