[Tool] RespawnChest - [1.7 - 1.10] Integrated API!

It is need for API. Adding method getPlayer for open and close events.

Fixed bug with index out of bounds.

Added new three parameters in config. You can set spawn message, despawn message, needs in keys for all chests in config.yml.

Fixed error with particles on version 1.7-1.8. Now for support multi-version i add ParticleAPI in dependencies. Is added new parameter in chest config. It is 'despawnMessage'. How it work? In moment chest destroying in chat for all sending that message.

Is added new parameter in chest config. It is 'openIfOpened'. How it work? If you set this parameter to true than you can open chest if anyone already open chest else you set this parameter to false than you can't open chest if anyone already open chest.

Update for new version Minecraft 1.10. Now you not need ParticleAPI for workable particles!
